City Council accomplishments

  • Finance Committee Chair for 20 years . Stabilized tax rate, built budget with no structural deficits, built sold reserves and stabilization fund. Implement Capital Plan.  
  • Adopted budget that increased reserves, strong bond rating ( triple A).
  • Address mismanagement, cut wasteful spending, consolidate departments,  reduced million dollar  Health Care insurance/Trust fund- GIC,
  • Chair of Audit Oversight -improved internal controls to financial systems, idenfied millions in lapsed cash reconciliation, uncashed checks.
  • -First to Lead effort to change Solid waste/disposal/recycling  barrel system that saved millions and increased recycling to 31%
  • City Abandoned Housing Initiative
  • Strengthen Public Safety Sub-committee -Lead effort to restore police force to 250 officers additional police force. Lead effort to re-established community policing

Mayoral Accomplishments

  • Established - Downtown Re-Development Task Force
  • Ambassador-for the City of Lowell  - Attended over 500 events as the Mayor
  • Created First Opioid Epidemic Task Force in Lowell
  • First Mayor of the City of Lowell in history to travel to Cambodia. Travel and expenses paid for out my personal finances.
  • Create Commission and raised $50K for 1st in Nation Cambodian Refugee Monument
  • Branch Street Fire victims Fund  - Raised over $300,000 for fire victims for worst fire in history
  • Blue Ribbon Commission - Redevelopment of Keroac Memorial Building 
  • Established the Lowell Veterans Commission
  • Expand Household hazardous waste collection
